Newerport Syndicate (The Spikes, The Offshooters, The Dons)
These three gangs are the most powerful gangs within the Newerport area. They have their fingers in so many pots that it's a miracle the mayor herself doesn't bend to their every whim. Arguably they have more power combined than the mayor but this has never been proven nor does anyone want to prove it. Most folks are used to the way Newerport is run nowadays. It's preferred to how things used to be when there were more gangs running rampant.
Each group has their own differences but the ranking pretty much stays the same.
Boss/Don: Like the name suggests they are the one calling the shots. In the Spikes one may challenge the current head if they are deemed unfit due to stupidity or if the challenger believes they can do better as seen with Dina Jensen. Although this may not always work in the favor if you cannot back it up or if the previous Boss was well liked regardless. It's not a popular way of choosing Bosses but it was how Dina Jensen came to power. It's more or less seen as how things were done before the peace was called. With Don Don or Boss Sterling how to choose a new leader is different but they have yet to be challenged by their own.
Underboss: The second in command to the Boss and occasional adviser when the Underboss may feel it's necessary. They are picked by the Boss themselves and can act as the hand of the Boss and issue orders on their behalf. These orders can be overturned by the Boss themselves but it's not common.
Lieutenant: Typically there's it least two members who could hold this title. Lieutenants are in charge of the different areas of the city or a specific aspect of the business. They report to the Underboss and occasionally the boss. They must be given the rank from the Underboss and Boss.
Enforcer: They keep the peace between all the different people under the gangs banner. They will knuckle down or clean house completely on an area if they aren't cooperating. People come and go all the time and there's plenty in Slum Town who may jump for a chance to earn caps.
Grunts: This is the most numerous members. They are those who passed the initiation of the gangs. Typically, most trust Boss Jensen way for this task, to ensure all who make it this far were ready to kill and die for the gang.
Prospects: The lowest tier. Those who hold these ranks are most often the newly initiated. When initiated the prospects have to prove themselves somehow to the Lieutenant of their area. They don't accept every person who can hold a gun. You've got to back up the Trios (and therefore Jensen's) reputation. You've got to run jobs, do what's asked no question until you're ready for initiation. The last test would be a long fight to test endurance and skill with prospects fighting against each other. The first phase would be fighting with only fists at the beginning but as the fight drags on the full members may drop in weapons like lead pipes or brass knuckles into the area for the prospects to use against each other. Whoever is standing in the end gets upgraded into grunt and is officially a full member of their respective gang and earn the perks that come with the job.
Prospects from the other two gangs (Don's/Offshoots) will be tossed into the ring as well at random so no gang gets favorable odds when Prospects are pitted against each other. Offshoot may go against Offshoot or against one of the other two. By Jensen's terms this makes sure by then the Prospects would be willing to die or kill for the gang. So far it's worked well enough for the Trio and they don't have time for the weak.
The Brotherhood of Steel
In the past twenty years the Newerport city has made things especially unwelcome for the Brotherhood of Steel. There ain't no one who is going to take away their tech from the Pre-War era. Needless to say they haven't been sighted too much in the region. Some of the more wary wastelander's say it's only a matter of time before the Brotherhood comes back to try to hit harder. The more gung-ho residents say let them come and they'll just shoot em' until there's nothing but goo or ash.
Brotherhood Outcasts
Just called Outcasts by the locals, the Outcasts are surprisingly more welcome than the actual Brotherhood itself. They hit just a little harder after the initial Brotherhood entered the region and didn't seem to retreat for a regroup. They are the small faction who were a part of the original Outcast split in DC but refused to join the folds once more. They haven't had a major clash with any of the local cities since their initial arrival. They've been busy collecting the stuff that haven't already been claimed by members of the cities. They lost the initial fighting but they won the respect and right to exist in the region. They are enemies of the actual BOS to this day although they have picked up a few deserter's as the years went on. Their demeanor towards outsider's has softened a bit since their initial formation. They'll give 'em a little respect but nicities are still strained. They don't pick up anyone with a gun although they are willing to lend assistance if there's technology involved. They refused to see Maxson as a fit leader and still don't although there is a bit of respect. Still, the actual BOS have stepped on many toes so the Outcast's still don't like them at all anymore. The leader of the Outcast's is General Morgan.
Enclave Remnants
The members of this faction are widely hidden among the populace. They are those who had left the Enclave before and after the destruction of Raven's Rock. They are the defector's and their children. They had moved multiple times for varying reasons until they came to find places to settle among Cincinnati and the general area around it.
The Locust
Organized, numerous and deadly. The Locust is a nomadic band of raider's who have entered the region within the past few months. They've hit nearly every settlement indirectly in some way or another since their arrival. Some have tried to hit them back but their wandering ways makes it difficult to pin them down. They are oddly organized from the other raider's in the region. They've been known to hit multiple caravans and even directly stealing from The Rhine's food stock. Their armor varies in type but all have darker colors coupled with a scrap of dark green cloth, worn on a Locust member's body somewhere visible.
The Croc Company
A small group, a quartet of mercenaries that work primarily out of The Rhine. Few have joined in and stayed with the Croc Company, CC for short. Most last a few months before dropping out of their merry little group and they don't typically mind all that much. Some are just folk who think guarding caravans or places are easy gigs. The lucky ones get to live once they figure out that ain't the case. They can take all sorts of people out into the Wastes, as guard's or teacher's. All typically wear black or grey combat armor and a badly painted on crocodile on the left breast side. They've got some rules. They don't hurt kids and no settlement that doesn't deserve it. They aren't widely popular for their size or strength but if you want something done on the quiet side of things or just a teacher then this group is certainly a thing to consider.
The Church of Atom
A rift grew between the follower's of Atom. Some wanted to continue to preach, to spread the glory of his Glow in a peaceful manner. Some other's were disquiet, wanting to force all to accept Atom into their heart's. A great pilgrimage was undertaken, some going north, and other's South. The Cincinnati sect was a smaller group, filled with those that wished to preach the word in a peaceful manner. They would eventually find their way to the region and allowed entry into the Rhine. This area's church is led by a woman named Mother Carrie.
Follower's of The Unspeakable
They are new, mostly hostile group of the wasteland of this region. They attack any who appear to be armed and take anyone who looks outwardly weaker as prisoner's. They are Follower's of the Unspeakable, a being they worship with a vibrant fervor. They may attempt to turn prisoner's into Ghoul's, and then attempt to turn them feral. Sometimes they are given to their God. They originated from the Capital Wasteland, where only a few remained living but they soon moved outward and away as the Capital Wasteland was in turmoil. Their migration was slow, sluggish and took many months. They are based in the southwest, outside of the city area of Newerport in a warehouse. Their leader is never seen outside and feral Ghoul's run rampant in the area around it.
